Issuers with over 10 billion USD in issuance must undergo federal regulation or apply for an exemption. Some Democrats, such as Elizabeth Warren, criticized the bill's shortcomings, but other Democrats see it as a step in the right direction. The next step is for Congress to push forward the passage of market structure legislation.
