On November 14th, according to Christine D. Kim, Ethereum developers discussed the implementation plan for Fork Choice Inclusion Lists (FOCIL) at the 169th All Core Developers Consensus Call. Developers are now more optimistic about making a credible commitment to the proposal in the Heka upgrade, rather than including it in the Glamsterdam upgrade.

During the meeting, client teams held different opinions on the inclusion of FOCIL in Glamsterdam. The Lighthouse and Lodestar teams supported inclusion, the Grandine team opposed it, and the Prysm team remained neutral. Ethereum co-founder Vitalik Buterin and Lodestar developer Matthew Keil supported a method for making credible commitments for future forks.
