On November 14th (UTC+8), according to Christine D. Kim, Ethereum developers discussed the implementation plan for Fork Choice Rule Inclusion Lists (FOCIL) at the 169th All Core Developers Consensus Call.

Some developers are now more optimistic about credibly committing to the proposal in the Heka upgrade, rather than including it in the Glamsterdam upgrade. During the meeting, client teams held different opinions on the inclusion of FOCIL in Glamsterdam. The Lighthouse and Lodestar teams supported inclusion, the Grandine team opposed it, and the Prysm team remained neutral.

Ethereum co-founder Vitalik Buterin and Lodestar developer Matthew Keil support a method of making credible commitments for future forks. In addition, the Fusaka upgrade will be activated on the Ethereum mainnet on December 3rd. Developers also discussed interoperability testing for embedded Proposer Builder Separation (ePBS), which is expected to be ready within a month.
