The success of Cardano's decentralized governance is based on active community participation — liquid democracy only works if the community engages. While we have connected with many original holders in the JP Cardano community, many still remain less active in governance matters due to technical and language barriers — leaving their voting stake stagnant and unrepresented. To tackle this issue, EMURGO supported local Cardano community leaders in Hiroshima and Fukuoka to meet holders offline - explaining the importance of active governance and encouraging delegation to trusted DReps of their choice who they feel can truly represent their voices.

We are pleased to share that EMURGO expresses support for the 39 individual withdrawal proposals as a board member. We believe this is a critical moment to demonstrate that Cardano's governance is truly functioning not only across our ecosystem but also to the broader blockchain community, and we are encouraged by the unanimous decision that was reached. In the Ekklesia vote, we supported the option of “Two support brackets with two withdrawals each.” Due to the low participation rate in the Ekklesia poll, we held the view that individual withdrawals would most likely place a heavy administrative burden on Intersect and on more than 90% of DReps who are currently inactive — even though EMURGO itself has the resources to process a large number of governance actions. Therefore, we focused on two key priorities: 🔹Swiftly approving proposals that had received more than 67% support. 🔹Minimizing the total withdrawal amount for 2025 in line with community expectations. From this perspective, we determined that the option we chose at the time represented the most reasonable and practical path forward. Ultimately, we respect the consensus reached by active DReps that the 2025 budget should be reviewed on a proposal-by-proposal basis, and we remain committed to ensuring that essential projects receive timely funding to help advance the ecosystem.

We’d like to reconfirm that EMURGO has completed the removal of Genesis ADA from our voting DRep profiles to put lingering questions to rest and clarify the facts. As a co-founding entity, we continue to maintain contact and have long-standing relationships with many original investors and early supporters, particularly in Japan. Wallet addresses associated with the Genesis are those of original holders who independently choose to delegate to EMURGO. We do not control these wallets or their voting decisions. We encourage open discussion and healthy critique, but assertions suggesting otherwise are false and misleading.

EMURGO supports this perspective, grounded in @krissbaird’s experiences with Catalyst. For those who prefer 39 separate treasury withdrawal governance actions for each approved budget proposal, consider the following, which will negatively impact builders, potentially burden some DReps, and ultimately result in the unnecessary gridlock of Cardano's ecosystem progress. Here’s the reality: 🔹Many of these 39 proposals have already been approved by a strong majority of DReps and are very likely to be approved for withdrawals in the next voting round. Still, if 39 individual withdrawals are the selected method, then Intersect would need to do the following (Some DReps may not be fully aware of this at the moment): 🔹Spend multiple hours preparing and posting each treasury withdrawal governance action on-chain. This is all before any on-chain DRep voting for each proposal even gets underway. 🔹This is the approximate equivalent of more than 2 full working weeks of just admin work. This causes unfairness & inefficiency: 🔹Due to the preparations required, it is impossible to post governance actions for all proposals on the same day. 🔹While prioritizing the order of posting could be considered, doing so would risk compromising impartiality. 🔹Additionally, governance actions posted earlier tend to attract more attention, whereas those posted later may be overlooked. Other side effects include: 🔹Fragmented approvals of certain projects. 🔹Inability to hire and procure the required resources to build. 🔹Missed delivery timelines. As we mentioned before, this isn’t about a rush to judgment and start approving. Rather, we need a balanced and efficient process that accounts for current practical conditions, realistic expectations, and the need for community input, while focusing on the ultimate goal of continuing the fast-paced development of Cardano’s ecosystem. As a DRep, EMURGO has cast a “YES” vote supporting the proposed 275M ADA Budget Info Action (BIA) from Intersect. This is separate from the established 350M NCL, which serves as a maximum cap. The 275M ADA covers all of the requested budgets for the 39 project proposals that were approved in an earlier vote by DReps. For clarification, this BIA is a Cardano Constitution requirement to record funding disbursements on-chain. It does not approve the release of Treasury Funds, which must first be officially submitted as Withdrawal Actions and then be subsequently approved by at least 67% of DReps and have the support of the ICC. We feel this BIA marks a significant step, demonstrating the community’s role in a transparent multi-step Treasury Withdrawal process and reflecting Cardano’s decentralized governance structure actively in motion. All the approved budget proposals that have made it to this point have earned the support of the community, promising to deliver essential benefits across core infrastructure, branding, governance features, developer tools, and more, through their requested funding. Thus, we strongly encourage DReps to participate in assessing and casting a vote on the BIA, as this is what makes our ecosystem stand out, empowering the community to make the right decisions. We believe @pragma_org has the expertise and know-how to develop an alternative Cardano node implementation that provides essential benefits to the ecosystem. Voting for the 2025 Cardano Constitutional Committee (CC) Elections is upcoming, starting on June 5, with all seven seats up for selection. What started as an interim body is now being handed over to the community through an inclusive, democratic approach to form a new, fully elected CC. Upon conclusion, the audited results of the election, identifying the seven new Constitutional Committee members and their term lengths, will be announced. All voting data will also be publicly available. To continue supporting our commitment to fostering greater decentralization in governance matters, EMURGO will conclude its interim CC term limit in September and will not seek election to the new CC. We feel that there are suitable candidates who will serve the best interests of Cardano and that the ecosystem is in the good hands of the community.
